New Jersey hicap friendly?

Hey guys,
I need to ship some hicap mags to a person in NJ. Can I do so? I don't know their laws concerning preban mags.
The only place I know of that doesn't allow that is Kalifornia.
 
Here's the pertinent law, quoted from the NRA/ILA site above:

"Any magazine with a capacity greater than fifteen rounds is prohibited, even if there is no semi-automatic firearm to accompany the magazine."

Recent NJ court rulings allow the possession of full capacity magazines, as long as they are blocked down to no more than 15 rounds. This may to done by any means, either temporary or permanent. Even empty shell casing may even be used.

I would pull off the base plate, and insert a wood dowel. Just make sure that the dowel is long enough to block them well below 15 rounds. The person receiving the mags can fine tune the capacity once they receive them.

The way I read the law, it is the "possession" of full capacity mags that is illegal, so the one receiving them is taking most of the risk.

Oh, one last thing - "Pet Peeve Alert On"! Let's not use the inaccurate phrases created by the Antis. Pre-band mags are "standard" or "full" capacity, not "high" capacity. Post band mags should be referred to as "reduced" capacity, or "gilded" mags. "Pet Peeve Alert Off"
 
Dont forget that a 15 round mag, doesnt only mean a detachedable mag, even a fixed mag that can hold more than 15 rounds is illegal. So if you have a 22LR with a tube mag that holds more than 15, that is a no no :(

Keep in mind that the 15 round limit only applies to semi-autos, or any magazine the "fits and feeds" a semi-auto. So if you have a pump or lever action that holds more than 15 rounds in the tube (like my Marlin 39A), that is perfectly legal. Full capacity mags that ONLY fit full auto weapons are also legal.

I can't remember who, but someone makes a pump action AR-15. IF the mags only fit that rifle, and no semi-auto AR, than the 15 round limit would also not apply.
