New hunter

I'm getting a 16" Bushmaster AR-15 with a EOtech 511 holographic sight and would like to use it for hunting varmints (maybe small game?) but I don't know anything about the laws, limits, licensing, is there a site I can go to read up on the hunting laws in texas? Also is there public land where people can hunt for free?
