New finishes.

With these new baked on finishes, which I think are great, if your firearm gets scuffed up and you send it in for a refinish does it lose value like getting a reblue?

I don't think I'd devalue a painted (coat/cote/kote) gun that had been properly RE-painted.
I'd consider that more like repainting a car than rebluing a gun.
Rebluing is often accompanied by inexpert metal prep, and it not only looks bad, but stands out as having been refinished; it's not just refinished, you can tell it's refinished.
Repainting requires removing the original finish, but none of the polishing or (over)buffing that befalls blued guns.
I've finished and refinished a gun with one of Brownells spray 'n' bake finishes, and because the underlying metal has suffered no wear or damage, refinishing makes the gun look new.

I love the parkerizing on my 1911. When it wears out way down the road I think I'll do a OD duracoat or cerakote
