Need SKS ID

Recently purchased used SKS for low price and have questions about origin. I know it is a Chinese made rifle, milled, with all parts numbered, even stock. On side of reciever has "Poly Norinco, Atl GA". I assume this means it was from Kengs in Atlanta, right? Does the Poly mean its a Poly-Tech, or did they make such thing. The owner was under the impression it was a pre-ban SKS, since it has the bayonet already on it and the screw that holds it on has been pinned in place. I cant get the screw off, so I assume it was done at factory ?????

Any SKS experts out there?
