Need List of SCOTUS cases on Police Obligation

Sometime, Somewhere, in a dim and dark past I had accessed a list that showed 28? cases where the SCOTUS had ruled that Govt. had no obligation to defend or protect the individual.

I find myself in need of this list or a link to it and I, in my infinite ignorance, have not been able to find it again. Went to JPFO but could not find there even though I thought that was where it originally came from.

So could one of you very nice people help me??
