I'm planning on buying an FAL or G3 kit and sending it to a gunsmith to have built.My problem is that I want the (shorty) version with the 16.5" barrel and have not seen shorty kits.Is shortening the barrel something that the smith would do or do I have to find a shorty kit?Sorry for the stupid ? , I'm new to these rifles.

Generally you would have the smith shorten the barrel on a FAL kit. I know nothing about G3s.
Your best bet is to go with a name smith.

I hade my IMBEL FAL cut to 16 including the brake. Any machinist can cut the barrel, if you plan on attaching a muzzle device, any smith can thread and silver solder it on for you.
I'll second TankerTom's advice, and it looks like you're already headed down that path. I've spent a fair amount of time on FAL files over the last 2 years, and based on reading a lot of posts and seeing several of their builds at various shoots, those three are the ticket to a top-quality build.
Also, part of that reading process also included a lot of G3 and M-1A material. Sparing us both a huge multi-paragraph exposition, suffice it to say that the FAL won over the G3 and M-1A for me for a large number of reasons.
