I know that private party transfers of handguns not tested by the DOJ are still ok after 2000. What I'm not clear on is whether there is a difference between consignment guns and private party tranfer. Will the used guns at gun stores, which I understand are consignment sales, be allowed to be sold? Can I buy a used handgun from someone I don't know, say through an auction or ad, etc., that lives in CA and have it sent to my local FFL? Thanks in advance for any info.
