Ned Jeff Cooper rifle quote

Can't find it...I'll paraphrase:

An unarmed man is a subject, but a man with a rifle is a citizen.

If you know the correct phrasing, please post it...thanks!

BTW, "Ned" has nothing to do with this...I meant "Need."

"Put a rifle in the hands of a subject, and he immediately becomes a citizen."

I always attribute that to Cooper but I think he may have been qouting someone else. Wish that Cooper site had a good search function.

My favorite Cooper quote is from "The Art of the Rifle."

>>The rifle itself has no moral stature, since it has no will of its own. Naturally, it may be used by evil men for evil purposes, but there are more good men than evil, and while the latter cannot be persuaded to the path of righteousness by propaganda, they can certainly be corrected by good men with rifles.<<

Thanks Payette! That's the one! You're right about the Cooper's Commentaries site, too...I just couldn't find the quote there, looking throuugh all the volumes and issues.
