does neck thickness have to be same on every case to produce constant tension on every case using neck bushings CJ

Are you sizing for benchrest ? I tried the Redding S type bushing die the bushing sets the tension, if your not neck turning your case necks, use the expander ball. The ball will true the inside diameter of the case. Check your neck thickness with the caliper at 12 & 6 o'clock on the neck . Federal cases are thicker then Rem. & Win. by .O015 would use a different bushing for them. I found the bushing dies gave me too much runout, even sizing first with the neck die with a wider bushing , then finish with the full size die with the bushing to set the tension I wanted. Went back to my RCBS standard die, worked better for me. Always trying something to improve accuracy. Some do some don't.

The only method to remain consistent with a bushing die is to outside neck turn the cases.

I have one bushing die. I do not use it.

A Redding FL type S neck die can be used with the expander. Just use a bushing, so you feel light drag as the expander pulls thru the neck. Lube the inside of the case neck. A tiny bit of lube on the outside neck doesnt hurt.
