GRNC Success HB 817 Goes To Easley’s Desk
After much hard work by GRNC’s Legislative Action Team and a lot of targeted input from GRNC members and supporters, HB 817 is headed to the governor’s desk for his signature. Special thanks go to Rep. Mark Hilton who worked closely with GRNC to bring this bill, which will allow concealed carry license holders to avoid the redundant background checks currently required when purchasing a handgun, into being.
The final vote in the house for concurrence passed 106-8 with Representatives Adams, Alexander, Luebke, Michaux, Parmon, Ross, Weiss and Womble voting against it. Of course North Carolinians Against Gun Violence is pressuring Governor Mike Easley to veto this measure.
The Raleigh News and Observer quotes NCGV lobbyist Audrey Galloway as saying, “We would love it if the governor could execute his veto power.” The N & O points out that currently local sheriffs have the power to arbitrarily revoke or deny pistol permits on a mere whim. Galloway laments, “It eliminates their discretion.” She further rambles about county sheriffs not being able to limit your number of purchases under this law. It seems that in Ms. Galloway’s worldview folks undergo hours of training and the expense of being licensed for concealed carry only to become interstate gun traffickers.
Make no mistake; despite the desperate tone of NCGV’s whining, they will pull out all stops to coerce the governor to veto this bill. You must not allow that to happen. Make your voice heard above theirs.

Please sign HB 817, “Gun Sale Legal With Concealed Handgun Permit.” This is a fine measure that will increase safety by encouraging training and save taxpayer money by cutting out redundant bureaucracy. Concealed Carry holders have already undergone more strenuous checks than those required for pistol purchase permits.
