I happened to hear this on a radio show called 'First light with Dirk Van' early this morning:
The reporters name is given as Bob Constantini of NBC. The line about 100 rd ammunition barrel can be heard about 2:15 into the show here:

The issue of nomenclature aside, the statement is not even true. Since mags manufactured before 1994 were exempt under the ban, they continued to be sold during the 10 years of the ban, and remained widely available until the ban expired in 2004.
