National Tracing Center ... ?

When I arrived home from work today there was a large fat envelope waiting for me sent from the BATF.

"Goodie!" thinks I... my FFL - C&R has arrived. Slice open the envelope, rummage around... lots of interesting stuff, but no license. Some of the documentation refers to me as an FFL holder, so I know the license has been approved.

Can any of you FFL holders out there tell me if the license is sent separately?

Anyway....

The package contained some 4473's, two thick 8 1/2 X 11 booklets (Federal Firearms Regulations Reference Guide and State Laws and Published Ordinances - Firearms, both worth their weight in gold, IMO), some other stuff, and THIS form:

REPORT OF MULTIPLE SALE OR OTHER DISPOSITION OF PISTOLS AND REVOLVERS - the form number is ATF F 3310.4

Quote from the form: This form is to be used by licensees to report all transactions in which an unlicensed person has acquired two or more pistols and/or revolvers at one time or during five consecutive business days.

The report (BATF wording) is to be submitted to the The National Tracing Center no later than the close of business on the day that the multiple sale or other disposition occurs.

One copy goes to The National Tracing Center, one to the State or local LEO agency, the last for the FFL records.

Nothing on the form requires a signature from the purchaser.

Have any of you fine folk heard about / know about this?

I just hope the dogs of paranoia aren't yapping at my heels. Again.

yup, have those myself in my ffl business...if a gun buyer purchases 2 or more handguns in same day, thats an additional form that gets filled out...one copy to feds, one copy to state police, you keep third copy
now with s&w's traitor agreeing to his new rules, if one of guns is a new S&w, you'll have to allow the buyer only one of the guns that day..he'll have to come back 14 days later to pick up other guns

If you as a dealer are found to be violating this, evidently s/w will stop dealing w/ you...
how they can enforce this i do not know;i would simply use another wholesaler...unless s/w is planning a blacklist of "bad" dealers that wholesalers would be barred from dealing through...geez, that sounds like the 1950's and the Unamerican Activities blacklist to me.....
 
OK...where is this National Tracing center?Is it run by BATF? What is its geographical location? Is it actual brick and mortar, or an office inside one of the alphabet agencies.How many people work there? What are the hours of operation? Phone number?What time does the cleaning crew show up at night?
