Nagant M38 headspace question

I bought this rifle as cai factory refurbished. It started out having the sticky bolt problem. I cleaned the chamber with a drill and a shotgun bore brush like they recommend on the collectors page. At first I thought this took care of it. But the more I shot it I noticed it still has this problem. The casing have a very deep indent from the firing pin, etc. The range master told me this is unsafe to shoot due to no go head space. My question is this. Is there any fix for this or is the rifle just a wall hanger? Thanks.
 
The depth of the firing pin strike is easily adjustable. You don't even need any tools to adjust it. And, unless you start to puncture primers, it's probably fine.

As for headspace, it's probably fine. The Mosin Nagants headspace on the rim, so tolerances can be looser and it will still be fine.

The problem is probably your ammo. The laquer coated steel cases are widely known for sticking. Shoot brass cased ammo instead, and scrub your chamber a little better.
