My Rasheed isn't working correctly...

I took my Rasheed out last week for the first time to shoot. It would fire the round, eject the spent shell casing, and load a fresh round but it would not re-cock the hammer in the trigger pack. I was shooting some of the Wolf HP Ammo. Both of my SKS Carbines worked great with that ammo.

Could the problem be because of the adjustable gas system needs to be tweaked? I tried to adjust it with a set of needle nose pliers but it wouldn't budge. Anyone know what tool might work to adjust the gas system? Would this even be a gas system problem?
 
I've never held a Rashid, but I once owned its big brother, the Hakim.
The bolt carrier had to cycle a long way to reset the hammer. I don't know if it's possible that the Rashid could cycling back far enough to strip a new round but not reset the hammer.
You could probably hand cycle the Rashid and test that theory.

Hakims and Rashids use the same gas tool, though, I believe. If you go to gunbroker.com and search hakim, you will find several options.

Another thought:
Maybe clean the rails of any existing cosmoline; that could be gumming up your works. That stuff is insidious.
