My Glock 27 is "hard".

I was issued a G27 for backup carry a few weeks ago. The gun is brand new. I have noticed that it is quite difficult to rack the slide with a full magazine in place. Its simple to rack without a full mag.

My issued G22 and my other guns do not have this problem. Any ideas?

When you say that it is easy to rack without a full magazine, do you mean that a partially loaded magazine or empty magazine do not cause this problem?
Perhaps the feed lips on the magazine are a little wide, causing the top round to push up on the slide, so the resistance you feel is racking against a round. This would be most pronounced when the magazine is full, and the spring pushing the hardest. When you inspect the chambered round, is there unusual wearing on it?

Yeah, it is only hard to rack the slide with a full mag. With a empty or partially full mag the gun appears normal. With a full mag, the gun does feel as if the slide is having trouble accepting the first round of a full mag.

It will be that way until the magazine is broken in. Keep it fully loaded when not in use. This way, the springs will lose a bit of stiffness.

Glocks cycle more coarsely when new; just keep at it until it loses some of the coarseness. Avoid full mag plus 1 carry until the mag spring softens.

I put Pearce +1 extensions on my 27, and it took 4 days before I could get that 10th round in the mag. I still can't insert a full magazine into the pistol with the slide in battery. No big deal, I can't top off for 10+1 in the gun, but I can still carry a 10 round spare.
