Multiple Uppers for AR SBR

I know that having more than one <16" upper and having both a SBR lower and a non-SBR lower has been ruled by ATF as being a no-no. My thought is that if a guy found a way to alter his short uppers and SBR lower so that they would only fit each-other, (ie: the SBR lower would not accept standard uppers) and that unaltered non-SBR lowers could not take the SBR uppers, would this be an acceptable way to have several short uppers while you own one or more non-SBR lowers? I would like to be able to (legally) have several different caliber uppers for my SBR lower, but the other 3 AR's in the safe make that practice legally dangerous. I have a design for the process mentioned above that would be a very simple (permanent and minimally invasive) install that would work well. I know I would enjoy it, I bet others would too. What are your thoughts on this?
