mossberg atr 100 scope mount rings wax paper??

i was swapping the scope that came with the combo. when i toke off the scope it had like wax paper. top and bottom. should i remove them or leave it on.
 
If you are using quality rings then you shouldn't need the paper. The paper serves as a friction element to keep the scope from moving in the rings under recoil.

Some people will use electrical tape to accomplish the same thing on heavy recoiling rifles...

I don't use any tape or paper with any of my scopes and haven't had any issues so long as the rings are properly torqued...
 
Lapping is up to you. Again, if you have quality rings all you should have to do is mount the scope and properly torque the screws. I've never lapped any rings I've owned and haven't had any issues.
