Nope. The Nagant uses a cartrige inturptor in the magazine but doesn't have controlled feeding. By this I mean that beacuse of the rimmed cartrige, part of the ejector called the interuptor will keep the remaining rounds in the magazine while allowing only 1 cartrige above this piece to be stripped off by the bolt. If you ever take a look at one, press down on the cartriges in the magazine and you can see how they are held further down than the bolt face. The reason for this is to prevent malfunctions caused by the rimmed cartrige.
The controlled feed of a Mauser is the large claw extractor on the bolt. When the round is stripped out of the magazine, the rim is caught under the extractor so if you pull the bolt back without locking it, the round comes back out of the chamber rather than just sitting in there. The Nagant on the other hand will not extract a round like this unless the bolt is locked on the cartrige rim first, snapping the extractor over the rim.
