My winchester works fine when the lever is worked slow but when you try to work it fast the cartridge hangs up it looks like the back end of the cartridge isnt high enough to go in any ideas what could be causing this and how to fix it
 
Do you mean the bolt is not picking up the cartridge? Or is the carrier not raising it far enough? What is the caliber? Is the ammo factory or handloads?

What you describe could have many causes, from dirt to worn or broken parts. One is a weak magazine spring, not pushing the round back hard fast enough.

Without a better description (or seeing the gun), it is hard to diagnose this kind of problem.

its a .30-30 using factory remington ammo. the problem is the bullet starts to go into the chamber but at an angle that the whole cartridge wont go in it only happens when the action is worked fast it doesn't do it when worked slow
 
I was looking at it closer and it seems like when worked fast the thing that lifts the cartridge up goes down too soon when worked the lever is worked fast
 
It could be the carrier spring being weak or broken or the carrier timing off. Frankly, I don't consider working on that gun a DIY proposition. I know many owners do work on them, but unless you are pretty familiar with the gun I suggest it is time for a gunsmith to get in the act. (Or just work the gun slowly!)
