I have a post 64 Model 70, the one that came as a package deal with the cheap simmons scope. I am trying to install a Nikon Monarch on it with Burris Signature Zee rings and I cannot get the scope to line up correctly. When I look at the rifle the mounting holes look like their drilled off center, is this possible? If so, how do I fix the problem, can I just get the offset inserts for the Burris rings? Thanks for the help.

Yes, it is possible that the screw holes are not perfectly centered. As you suggested, I would try the Burris Signature rings with the offset inserts as that will be the easiest fix and those rings work very well.
