MN permit to purchase help

So I just turned 21 the other day and want to go get my PTP. I can't seem to find out where I go. I'm in the twin cities area in Hennipin county. Nothing is open today but I can't seem to find anyone who could help me with this. Do I have to go there first hand and turn it in? Could I just send it in w/ a copy of my drivers license? Since I go to school in duluth could I have it sent up there? If not where do I go to get it done in person. My city hall has been no help on this at all.

You must go to the police dept. in the area you live in. It may take as long as two weeks for them to check all your records. In White Bear Lake they then send you a card in the mail telling you to come in and pick up your PPH. It's good for one year and it's best if you go in about one month early if you want to renew it next year. Just go up to the desk person and tell them you'd like to fill out a permit to purchase a hand gun. They should have the papers (3pages if I recall) handy.. I don't know if going to school in Duluth will affect where you need to go to fill one out. They should be able to help you out on Sat. Bring a pen with you and you could most likely fill it out right there. Take care, use it wisely!

Why does this silly law exist??
Why has it not been challanged in Federal Court??
Since when do we need .gov/state fool's permission to excercise a Constitional right???

I'm from Arizona where such things are not tollerated, by the way!!

In Eden Prairie I have gone to the PD desk at city hall. I asked for the permit form. I filled it out and returned to the staff at the desk. The permit was mailed to me at my home.
