The Minnesota Commissioner of the Dept of Public Services has put out the new list of states Minnesota will honor. Minnesota changed their Reciprocity law Aug. 1 of this year. The state Minnesota honors now are:

Alaska, Arkansas, Delaware*, Idaho* Enhanced Only, Illinois*, Kansas, Kentucky, Louisiana, Michigan, Nevada, New Jersey*, New Mexico, North Dakota* Class 1 Only, Ohio, Oklahoma, Rhode Island*, South Carolina*, South Dakota* and Tennessee.
States with an * are addition in 2015.

Minnesota has dropped, Missouri, Texas, Utah and Wyoming from the list they had until today. www.handgunlaw.us is hoping to have all this new information added to the site later this evening or early tomorrow.

For those wondering why the four states were dropped...

•Missouri passed a law in 2014 to allow 19-year-old military personnel and veterans to obtain a permit. Minnesota law does not allow issuing permits to anyone under 21.
•Texas passed a law in 2014 to allow 19-year-old military personnel and veterans to obtain a permit. Minnesota law does not allow issuing permits to anyone under 21.
•Wyoming law gives local sheriffs discretion to issue permits to 18-21-years-olds. Minnesota law does not allow issuing permits to anyone under 21. In addition Wyoming law does not require permit-holders to demonstrate shooting proficiency. Minnesota law requires training to include shooting proficiency.
•Utah law does not require permit-holders to demonstrate shooting proficiency. Minnesota law requires training to include shooting proficiency.​

I believe Missouri age limit for a CCW is now 19 years of age for anyone, as long as you pass the legal requirements for a permit.
 
We grant current members of the U.S. Armed Forces and honorably discharged veterans CHLs, and other states drop reciprocity with us.

Why does that seem just wrong?
 
Enhanced Only goes with ID not IL. ID Issues a standard permit and an Enhanced Permit. They went with the Enhanced in ID as it requires more training etc so they could get more reciprocity with their permit.

For the new states added (post #1), are the reciprocal states recognized for all permit holders, or only for residents of those states?
 
Minnesota statute states they will honor other states Permit/license. They do not state Residents only they just honor that states permit/license. So it doesn't matter if it is a resident or non resident permit MN will honor it.

624.714, 16. Recognition of Permits from Other States.

(a) The commissioner must annually establish and publish a list of other states that have laws governing the issuance of permits to carry weapons that are not similar to this section. The list must be available on the Internet. A person holding a carry permit from a state not on the list may use the license or permit in this state subject to the rights, privileges, and requirements of this section.

(b) Notwithstanding paragraph (a), no license or permit from another state is valid in this state if the holder is or becomes prohibited by law from possessing a firearm.

(c) Any sheriff or police chief may file a petition under subdivision 12 seeking an order suspending or revoking an out-of-state permit holder's authority to carry a pistol in this state on the grounds set forth in subdivision 6, paragraph (a), clause (3). An order shall only be issued if the petitioner meets the burden of proof and criteria set forth in subdivision 12. If the court denies the petition, the court must award the permit holder reasonable costs and expenses including attorney fees. The petition may be filed in any county in the state where a person holding a license or permit from another state can be found.

(d) The commissioner must, when necessary, execute reciprocity agreements regarding carry permits with jurisdictions whose carry permits are recognized under paragraph (a).
 
In my opinion, dropping reciprocity with states that offer permits to people under 21 is stupid. All they really have to do is make it known that if you are under 21 your permit is not valid in MN-which is very easy to do and serves the same purpose.

It makes no sense to bar all permits from those states when all they're concerned with is the very small percentage of permits issued to persons under 21.

JohnKSa, I agree and I believe there's other states that do exactly as you suggested on the age requirement.
 
I will say this for Minnesota. They contacted the states they decided to honor and let them know they were going to honor their permit/license. They also contacted Missouri, Texas, Wyoming and Utah and let them know they were no longer going to honor their permit/license. WY, UT and MO removed Minnesota as a state that honored their permit within 24 hours of the effective date of Minnesota’s new listing. Texas never did honor MN. North Dakota listed Minnesota within hours of Minnesota’s announcement that they would honor their permit/license. MN has a chance to be honored in two other states DE and SC. Time will tell if that happens or not.

Other states that have dropped states never notified the state they would no longer honor them. When Nevada dropped states they never contacted anyone. NV did not have signed agreements with those states they just honored that state.

MN changed their listing of states they honor because their law was changed on how they would honor other states. For all the reasons MN dropped states visit this website and they give the reason for dropping UT, WY, MO and TX.

Interesting. The law is an "opt out" list. Where most states publish a list of who they recognize, Minnesota publishes a list of who the DON'T recognize. So if you're NOT on the list you're good to go.
