Minnesota Gun Bills 2015

The House Public Safety Committee has scheduled a hearing for three GOCRA supported bills we want to see passed this year.

The hearing will be held at 10:15 a.m. on Thursday, March 12 in room 10 of the State Office Building, near the State Capitol, and will include these three bills:

HF1434 - Rep. Mark Anderson's bill would legalize firearm suppressors in Minnesota for all lawful purposes.

HF372 - Rep. Jim Nash's bill would remove the obsolete notification requirement for permit holders who enter any Capitol Area state building.

HF830 - Rep. Eric Lucero's bill would, after 29 years, update Minnesota law to make it clear that Minnesotans are allowed to buy long guns in other states.

The committee will also hear Rep. Dan Fabian's HF305, which would add recognition of North Dakota carry permits in Minnesota.

Part of that was a copy/paste from GOCRA's Facebook page, and part of that was a copy from a thread I have running on Armed Polite Society.com Please write, call, and email your representatives. If possible, try to show up for the hearings. They will likely run into the evening. I plan on being there all day.
 
Yes, we still have permits to purchase pistols and "assault weapons". We are trying to, and likely will, get a bill going this year that will force police departments to handle them expediently.

Currently there is no cost for a PtP. The anti gun group Protect Minnesota pushed a bill two years ago that would have made them difficult and costly to get, but it failed.

The anti gun bills don't have any chance of passing, I wouldn't worry.

Also in the works is a constitutional carry bill, and a few others. This should be a good year for Minnesotans.
 
In MN, when you apply for a purchase permit they must act and give a determination with-in 7 days. If they don't you automatically are eligible for the permit. I am of the opinion that that is fairly expedient.
I am more upset with the permit to carry process. $ 150 for training, $50 for the permit, which is only good for 5 years. They took a right and turned it into a privilege for the rich. It's a BS law. They changed from a "may issue" process to a "shall issue" process and a new revenue source for politicians and other opportunists.

My permit cost $100 not $50 and my class was only $75.
 
Steve, the sheriff of each county determines the fee for the permit -- "not to exceed $100." I guess you're in the wrong county. ;)
 
Four House Bills passed to the floor: Suppressors, end to the Capitol carry notification requirement, North Dakota Reciprocity, and buying long guns across state lines.

All anti gun bills are DOA in the House. Even the suppressor bill only had one nay vote. The Senate does not want to be a apart of the gun debate this year. This hurts both us and the opposition. The prediction from GOCRA is that we will get a few minor bills passed the Senate and signed into law this year.

Even the highly antigun Star Tribune put out an honest article. That said, it did take a *lot* of work over the years for us to drag them there.
 
Also HF722bill which prohibits confiscation of firearms and ammo during the state of emergency declared by the governor.

Not quite sure how the receipt would work as a permit!! I do believe you have to appeal it in court.
My permit cost me $100 the first time and there after $85 if it does not lapse.

Update: Bill is moving on to the public safety committee where it is guaranteed to pass. This bill is a done deal in the House.

Hopefully these bills get a hearing in the Senate. It seems that ending the Capitol notification requirement and suppressors have the most support. North Dakota reciprocity and removing gun confiscation from emergency powers has generated some "nays" from a few DFLers. (Democrat Farm and Labor)

Everyone wants to know: what's going on with the suppressor bill?
THAT DEPENDS ON YOU!
If the House sees a big turnout of support for the suppressor legalization bill, HF1434, on Thursday at 3:00, they may be convinced to put the suppressor bill into the public safety omnibus bill.
Adding the suppressor bill to the omnibus would give it the BEST CHANCE of getting through the Senate.
So put on a maroon shirt and join us at the Capitol on Thursday at 3:00, and let the legislature know loud and clear that Minnesotans like their guns...not quite as loud.

Everyone please contact your Reps. Tell them to please add the suppressor bill to the omnibus bill.

We need the suppressor bill attached to the omnibus bill if it is to have any chance in the Senate this year. This is the only way to get the suppressor bill on the Senate floor given the Senate Committee Chair's strong anti gun stance. The Senate itself is slightly pro gun, as is the Senate majority leader.
 
The suppressor bill has been added to the omnibus bill. All four gun bills have been voted on the House floor and passed to show their support. The omnibus bill is about to be voted on the House floor and head to the Senate.

Everyone please contact your Senators and ask them to support gun owners, and contact Majority Leader Senator Thomas M. Bakk (DFL) District 03 to ask that he support gun owners when passing the omnibus bill.
 
Senate included every pro gun bill in the omnibus bill.

* The House will substitute their own bill and send it back.

Senator Latz (very anti gun) adds an agreed-upon amendment that allows county prosecutors to prosecute straw purchases, since the feds rarely do.
The Senate voted for the amendment 61-0 as expected.

I was real glad to read the Star Tribune story.

We need a lot more of those kinds of stories.

There is allot of work to be done. I read the comments at the bottom of the article. Its is amazing just how many passionately uninformed people there are actually out there. :rolleyes:
 
The Senate omnibus bill passed the House, but was amended. Does this mean it goes back to the Senate or into a committee to hammer out the differences?
 
Now it goes to a conference committee to work out the differences. The gun parts are nearly identical, but the non gun parts are quite different. Then the House and Senate will each vote for the final bill.

GOCRA wants us to contact the governor again to make sure he doesn't veto the final omnibus bill as he has repeatedly threatened to do.
 
The pro gun bills are headed to the governor soon. We are at the last hurdle before the omnibus bill makes it to Dayton's desk.

The bipartisan gun rights legislation that has passed both houses by a huge majority is being held up in the conference committee over unrelated items.

Please take a few minutes and call Speaker Kurt Daudt (R) and Senate Majority Leader Tom Bakk (DFL) and tell them that your rights aren't up for negotiation - send the bi-partisan pro-gun bills to the Governor for his signature.

The Speaker and Senate Majority Leader heard loud and clear all evening long from PAC supporters that our Second Amendment rights aren't up for negotiation.
The Conference Committee is expected to reconvene later tonight - or tomorrow morning - and pass through the Omnibus Public Safety Bill with all gun rights provisions intact.
We'll provide further updates as the evening (morning?) progresses. MNGOPAC Political Director Rob Doar is at the State Capitol ensuring that the pro-gun provisions stick.

The Public Safety / Judiciary Omnibus policy and finance bill just passed committee on a 9-1 vote, including all 5 of our supported gun bills!

Now the bills will get their final votes in the two Houses and then move to the governor's desk.
 
The omnibus bill passed both Houses and is headed to the governor. He is threatening a veto on several issues. Mainly preschool not being compulsory with the associated funding, and suppressors. Please call and write the governor to urge him to sign the bills.

They passed 116/15 and 55/9. The trouble is that the session ends tomorrow and if they are vetoed they have to be repassed in a special session from the beginning. We could lose suppressors as a bargaining chip.

Edit to add: MNGOPAC is going all out urging the governor to sign the bill. They are buying radio adds, and pushing a huge online effort. They want everyone to call today urging passage of 878, the public safety omnibus bill.
