Mini 14 GBf sight problem

My Mini 14 GBF shoots aprox. 7-8 inches high(depending on the load)at 50 yards with the rear sight depressed fully. Could there possibly be a bogus rear apeture installed, or are all Mini sights the same. I was thinking that because the front sight is integral with the Bayonet lug, It may not be as high as the regular blade.

Me thinks the barrel could have been tweaked. If you send the gun back to Ruger, they have a special jig which takes the barrelled action and with it, they can measure the straightness of the barrel. They then place it into a fixture to tweak the barrel and afterwards, restore it to the measuring jig. Process is repeated until desired results are had.
