Does Michigan have a gun-owner ID system i.e. specific photo ID, fingerprinting etc.?

Nope, Nothing like Illinois' FOID, handguns are "safety inspected" (read registered). Handguns require a purchase permit issued by your local PD or Sheriff's Department. You take a 20 question test before they will issue the PP, and they will run a NCIC check on you. Some departments may take finger prints fot the first PP, I don't know for sure since my first PP was issued back in the '60's. If you apply for a CCW, then your finger prints are taken. It doesn't do much good because there are only a few CCWs issued in the state. There are a few counties that will issue them as a "shall issue" item. A representative of the Michigan State Police, County Prosecutor's office and Sheriff's Dept. sit on the gun board. Ya' gotta know somebody, have lotsa dough or .... well you get the idea.

I have gotten so many pistol permits they dont even bother giving me the test anymore!

From the moment you first walk in to the sheriff's office do the test have a bg check pay the 5.00 and leave is about 5 minutes. No 5 or 10 day waiting here!
