I'd bet that he would try, but that he wouldn't announce it verbally in a press conference like before, with his police chief. He just told Tim Russert that 3,000 national guardsmen are ready to "descend on" the city. Last time, national guardsmen were the ones primarily responsible for eviscerating the 2nd Am. rights of the residents there.
Is it wrong if I find myself rooting for Ernesto to veer that way, to save the good people of the adjacent states?
