Is this revolver a modern encarnation of the Webley that consisted of a cyclinder slide unit that rode on the frame?

Nothing like the Webley in construction but the general idea is the same. Open top construction. Fired from the bottom cylinder. The original was in 357 but now there is also a 44 Mag and a pistol/carbine of sorts. They are expensive (well over $1000). Before I get serious about buying one I'd like to talk to someone who already has one.
 
Never saw one in person. However, I do recall seeing a picture and some info somewhere. As I recall, this is a 38 spl. target pistol is made in Italy. It's cylinder is forward of the triger guard.
