Massachusetts FA-10 for C&R?

When I received by C&R FFL I was told by the MA FRB that C&R holders were not supposed to use the state FA-10 form that records firearms transfers within Massachusetts. Today I read a note that indicated that C&R licensees ARE supposed to file an FA-10 for purchase or sale of C&R firearms OUTSIDE of Massachusetts.

Does anyone KNOW what the story is here? Massachusetts does such a great job of totally confusing people that I need an outside reference.

I have printed out the forms and will be applying soon.
