National Ordnance? They were made in the 1970s using cast commercial receivers and USGI parts.
Auto Ordnance? They are recent builds (within last 10 years) and are good quality.
When you say "catch every other casing on the way out", do you mean stovepipe jam? Where the empty case is caught between the bolt and receiver and looks like a stovepipe/chimney sticking out? If so, it could be an ejector problem (binding or weak spring) or it could be an ammo problem. What kind of ammo are you using?

The "usuals" on Carbine failures to extract are:
Rifle doesn't "like" the ammo.... Try different ammo. This is your FIRST step.
Bad extractor, spring/plunger.
Bad ejector or spring.
Dirty/pitted/corroded chamber.
Fouled gas system..... Check the gas piston for free movement in and out of "about" 1/4".
DON'T try to disassemble the gas piston and nut without the special tool.
Binding between the op rod and stock.
Mis-aligned barrel, or damaged barrel/op rod guide grooves and lugs.

"...Some times it does not even pull the casing out!..." That'd be the extractor/ejector. Most likely worn or excessively dirty. Start by giving the bolt a really good bath. Then look into replacing the extractor.
