Lyman Peep on M70

This week, I obtained a 1947 Mod 70 that has a Lyman Peep sight
on it. Wanting to remove and mount scope, I find I am unable to raise elevation bar enough to access the second screw for removal from action......any ideas?

Got it off, liberal use of nut buster loosened up the threads.
Mounted a old Redfield on it. Now, to the range with it and work up a good losd.
