So if you win it, you are required to report it as income and pay 30% of the retail value as tax?

Only if they report it to the IRS.

By the way, game shows do that. i.e. Win something worth $100,000.00 and right away, you've got taxes to pay. :(

my personal view, The guy that bought it and paid for it already paid the taxes on it and now he just wants to give his members some fun.
 
2. If you have something to giveaway, expect to pay the shipping costs. There could be instances of items of little value given up for free other than the cost of shipping which in many cases exceeds the value of the items offered.

the way i read it I think the person conducting giveaway pays for shipping not the winner.
