I assume you mean the gun can't be cocked even when loaded manually, and that it has worked in the past. If that is true, the obvious possibility is that the firing pin cocking projection is broken or worn, or that the sear is broken or worn.
If the gun won't recock after being fired, the most common cause is ammo that is too weak to bring the breechblock back far enough.
If the gun is new to you and has never worked for you, there is the possibility that the firing pin, firing pin spring, sear or all three are missing or broken.
