Looking for the right scope

I have a friend who just recently purchased a Weatherby Vanguard in 30-06 and is looking for a scope. I promised I'd help, so what would all of you guys suggest?

He's looking for something that'll take full advantage of the rifle's capabilities. I don't know for sure if it's for hunting purposes. It may just be for target shooting.

So...
What magnification would be best?
and
What model is reliable and moderately priced?
We're talking within $200.
 
For general purpose use, a Leupold Vari-X II 3X9 would suit the '06 just fine. I put a Simmons 44 Mag on my pet '06, vice the Leupold, for no particular reason; it works just fine. Leupold's coatings may be better, and hold up longer. But, it's some $250-ish vs. $100...

I believe I would trust the 30-year old Leupold a bit more, if I was still falling off mountains. I don't go quite as far back or as high up as I once did... :)

I've been using the Weaver-style mounts and rings for a few decades...They're cheap, they work, and they're light in weight.

Take a look at Sightron scopes. I've got an SII 3-9x42. I've had it for two hunting seasons now and really like it. They are made in Japan, and have really great optics. They also have what they call the Exactrack adjustment system that uses flat rather than curved surfaces to make very accurate and dependable 1/4" click adjustments. Very little (that I have seen anyway) has been written in any of the gun rags (they also don't advertise much, no wonder they are barely mentioned) about these scopes but they really are very good scopes. The one I have cost me around $200, and I think it is at least as good if not better than the Leupold Vari-X II which costs just a little bit more. They make a variety of scopes from small fixed powers up to mega-magnification target scopes, mil-dot reticles, etc., and a lifetime warranty.
