Looking for December big game hunt

I have some time off work in December for the holidays. I am interested in someone telling me about their state, in regards to non resident over the counter licenses and permits. I would be hunting Public land where ever I go. I came up with the idea this weekend and as far as I can tell about all elk seasons end in Nov. I think in Dec. it would be darm cold anyway. I'm interested in meat not the trophy. I'd like cow elk, mule deer, maybe even White Tail. Keep in mind I can shoot white tail here in Kansas. I'm up to speed with Kansas and Oklahoma deer seasons and Regs. What else is out their? If its to late for this year maybe I could try it next year. Thanks
 
The only thing up this way is OTC license for deer, Muzzle-loader(or bow) at that. I am talking MI & WI. There is plenty of public access land too. It's also about time for some predator hunting.
