long range rifle advice needed

I seek a good bolt .308 for long range shooting (400 meters plus).
I cannot afford an M-700 or a PSG-1, but I can shoot a 1cm group with either at 100 meters.

My range is up to $1000. I'd prefer one I can build piecemeal to make it easier.

I'm considering a Rem/FN with composite stock for $800

or a used Rem 700, rebarrel, restock, etc

or a Savage

or a Mauser 98K action and have a gunsmith work it form there.

I haven't shot any of the civilian ones above, or the 98K.

Any advice, experiences, or suggestions on these and others?
 
400 meters plus: How much "plus"? Really.

For your own amusement, to try for minimum groups? Or for competition? Do you handload?

Single-purpose? Or some hunting as well as target-shooting?

Answers would make intelligent comments easier and more to the point.

My personal rifle is a VZ24 (M98) based gun. It gives what you are wanting as far as accuracy. I also get the benefit of absolute reliability.

Mine has a speedlock pin&spring, a Canjar single-set trigger, a laminated wood stock with full bedding and compression sleeves, weaver-type 2pc. bases, Badger rings, Nightforce NXS scope, and a Shilen barrel (#7 contour,1/10Tw) that has been fire-lapped. Action was trued.

Surprisingly, more than a few .25 and .30 inch groups at 100yrds have come out of this gun with Fed GM 175gr .308 ammo. A little heavy, but it turns heads, and proves that the old Mausers STILL got it where it counts!!!
 
Well, $1000 is the budget then how about a Savage 110FP, A descent Scope, Harris 6-9 swivel bipod (if you are going to do alot of bench stuff)and a couple of cases of ammo from http://www.aimsurplus.com
They have Hirt Surplus now for $169.00 per 1000 round and go blast away. When you can out stoot that rifle you can send the poor worn, tired thing to me and I will put it with a few other junk guns I am expecting :p
I have room made for one guys NEW SA M1A that dents cases, a Junk FAL that he can't get the gas thing right, a few AR15 from AK lovers and countless others. Ya right you say, well I offered.

What's the point in shooting surplus ammo in a precision gun? kinda defeats the purpose. Use good-quality match ammunition (bought or loaded). It's like buying a Lambourgini and topping it off with regular unleaded. It might work, just not how you want it to.
 
I really like the Savage 10FP not even considering the price. I'm a fan of simple and high quality. Some criticize the stock, but I prefer a thin stock. You can put on a scope that costs more than the rifle and still be under $1000. And it's always fun to outshoot those with "better" rifles.
 
Why? Just to see how well I can shoot--I already have trophies for National Guard combat rifle match using an M-16 (not even A-1) mfrd by H&R around 1965 or so.

I will be using match or handloaded ammo. Hunting is conceivable, but that would be unsporting. I prefer to get close.

And if we ever do go to war, I'd prefer to take my own long-range calling card, as I know damn well they won't issue me one.

The case of cheap stuff is just for fun days at the range to blow off steam.
The good stuff I shoot up when I want to beat myself up, swear and cuse for not doing so well.
You know "Somedays you feel like a NUT and some days you don't"
