Basement or garage? My only concern is humidity in the garage due to weather. Both are secure plus my bench will have a cover if I need to lock things up. Temperatures are not a concern. Basement is constant and garage can be heat/cool as needed.
 
What ever works best for you. Having a basement I assume you live in the north. If the basement is dry I would go with that choice.
 
If you have the space in the basement, I would go with that also. Make sure everything is high and dry, keep everything off the floor and surer is working properly. Shelving is cheaper than replacing components.

With my setup in the basement, I can reload regardless of weather and I am always at a comfortable temperature. Where I live, the garage is always hot or cold except for about two weeks in the spring and fall.
 
I much prefer the basement, which is reasonably comfortable year round in Ohio. But a dehumidifier or A/C is pretty much a requirement here in the summer wherever powder is kept.
 
I use the basement because nobody else goes down there except to get meat out of the chest freezer. If I get interrupted in the middle of a batch I just lock the basement door. The wife, kids, pets, and neighborhood kids are in and out of the garage all of the time.
 
I'm gonna say which ever is more comfortable for you. I have kept supplies in a tin shed in S. CA near the beach and now have a nice shed in "Ultra Rainy" Coastal Oregon (everything is wet!). Never had a problem with humidity, just keep the caps on snug on my powder jugs...
 
Temperature changes are not good for powder, primers as well as rust on your tools preclude the garage location IMHO. That leaves the cellar, which may have rust or humidity issues as well. Use desiccant to minimize the rust issues, and find a secure and safe way to store your powder and primers. Rod
 
"...Basement is constant..." Consistent temperatures and humidity is good for both the powder and the guy putting it in the case. Easier to control too.
Loading in a garage seems terribly uncivilized.
 
Just remember that open flame from gas hot water heater or gas furnace does not go well with gun powder. If you have open flame appliances, need to be extra clean with any dropped powder and where you store things.

I received 400 Bayou Bullets in the mail today so I think I'm going to build it in the basement this weekend. Need to start groundhog plinkin.
 
Wish I had a basement to use - so I recommend the basement -

Living in FL - my garage gets incredibly hot and humid in the summer - it's not temperature controlled and I would prefer not to install a window just to put in an A/C unit.

I've opted to use one of the spare bedrooms as my reloading room and even that is not the best option - but it is what it is.

Wherever your wifey lets you :) I live Fl the heat doesn't bother me I love the garage. But if you have a basement that is dry head there mate

Another from arid Florida. I keep my components in the house when not loading in garage. Keeps them in tip top shape. Temps like today - mid 70's - make loading in the garage nice.
