loading .223- does published MOAL dictate load

 In the re- loading manuals I consult to work up a load there is listed the m.o.a.l., followed by the vel and pressures the load will preduce using x amount of powder and bullet type and weight. Are these figures based on the moal? Put simply, I realize there are many variables, but is the published data based on the bullet being seated at the MOAL? If not, and the bullet was seated at the customary length for the firearm being discussed, the data would be altered. Any thoughts on this appreciated. dang

Yes

Dang, the data given in the manuals is EXACTLY as shown for the rifle that was used for the load in question.
IF you seat the bullet deeper, with all the same components, then you elevate pressure, and this will change the test rifles data, and your rifle's performance with that data will be different no matter what.
These are only guidelines.............
If you seat the bullet OUT further, you will decrease pressure, and usually velocity.
I think this answers you question.
