Licence to posess spares in NY

HI Guys,

Im from the UK, but want a friend to get some .22 barrel blanks(rifled but not chambered) for me and send them this side of the water. He's in New York city, and as he's moving home soon would be shiping all his stuff back. Can someone tell me if you can posess spares (barrels) without a licence please in NY.

If it makes any diference, I'm fairly sure he's a US citizen(through marriage), and if not his wife definately is.

yes you can legally posses spare barrels in nyc without license. however you will have to retain your original barrel because they require ballistic fingerprinting here. Check with your local UK laws though as far as shipping gun parts overseas.
 
It would be illegal to export firearm barrels from the US without the proper paperwork.
It is probably illegal to import firearm barrels to the UK without the proper paperwork.
I thought the UK had some regulations on barrels and you might run afoul of your local possession and transfer laws as well.

I'd guess that if a LEO type gets wind of this, both of you will do some time.

Here's a completely unrelated question, though. Are you doing any work on a pipe/tube cleaner? Something that requires a steel cylinder (to which brushes will be clamped) with grooves in a very slow twist that will be pushed along a nylon rod of about 5 and a half millimeters? Because if you were, maybe your friend could find some off-the-shelf commercial parts in the US that would work.

(That defense probably wouldn't work, especially considering our governments can monitor this kind of communication, and now they know.)
 
I'll note that Border Barrels (located in Scotland) makes some of the highest quality rifle barrels available anywhere.

Never heard of this. I live in NYC and own long guns and never had any ballistic fingerprinting. ??? Please elaborate.

NY Ballistic Fingerprinting.

NY retains expended CASES for all new handguns sold in the state. No bullets are retained. The theory is they can match a case at a crime scene to a case on file for a match. Things not accounted for are:

1. Revovlers leave very few cases at crime scenes and any left rarely would have any distinguishing marks. (#1 illegal gun recoverred in NYC last year was the S&W 38spcl revolver by the way)

2. Even from autos the brass from two unmodified weapons of the same type is going to be similar enough to mean tie nothing but POSSIBLY make/type.

3. Nothing prevents modification of the weapon. Lowerrring an ejection port, changing an extractor, etc.

4. They don't have the organization or manpower to even compare what they have effectively.

5. Finally, and most importantly, since the vast majority of handguns used in crimes in NY are illegal to begin with they are not in the database anyway.

You can buy and swap barrels to your heart's content. I have two for my 1911. There is no registration for barrels. There is no ballistic fingerprinting of expended BULLETS.

Finally, I have real doubts that it is legal to take barrels from the USA to the UK and would advise against anyone posting on the less than anonymous internet any ideas to assist in such a plan.
