They did, but you're a century late. Winchester, Spencer and Marlin all made lever shotguns, but they faded from view before the S-A War.
 
Lever action 12 ga

Ithaca made a model 66 lever action scattergun in the 1970's. Was available in 20 & 12ga for a while, then in 12ga only. They had a rifle sighted variation for deer hunters. A friend happened to buy one last week and had me look it up. In "good" condition valued around $85.00. I had never heard of it til then.
 
They still make some, I believe, and you can use them to blast mummies, unless you prefer the Thompson!

I'm anxiously awaiting Winchester's new "9410" that 410 shotgun built off the 94 action... I might have to own one of these!
 
Lever action shotguns were also made by Kessler in the early '50s. They're mentioned in the 1953 ed. of Gun Digest as being available in 12, 16 and 20 ga. tho' apparently not for long as they're not mentioned in the '55 ed. But then neither is Kessler for that matter. :(

IIRC, the folks at the Tristar booth at SHOT said they would be selling them for around a grand.

FWIW, in addition to Tristar, Interstate Arms will be importing an M87 clone from Norinco. Should be selling for around $500. Not bad looking from the sample they had at SHOT, but not the quality of the Tristar gun that looked, felt and handled like an original Winchester. Realistic shipment dates expected this fall from both companies.

A grand huh? That means it will probably have to go pretty far down on the wish list of guns that I would love to have, but can't think of what I would use them for. :)

My understanding is that the Austrailians brought back the lever action because their current laws are so strict on pump and semi auto shotguns. So I wonder if I could get a side saddle and flash light for it? :p (only kidding!)
 
This shotgun appeared in the movie "TerminatorII". With Arnold swinging the gun forward at the same time reloading while riding his harley. It was pretty cool to say the least.;)
NOT A COMBAT SHOTGUN HOWEVER
