legal question regarding Sten MK2 parts kit

I know I can buy a parts kit legally. And I know I can buy the incomplete receiver tube legally.

Would it be illegal to complete the receiver tube? Is the MK2 full auto?

I am not asking for instructions, just wondering how legal/illegal cutting out the template would be.

For a Sten, the receiver is a machine gun. Posession of a completed receiver, even without a parts kit, is posession of a machinegun.

ATF has taken the position that posession of a parts kit and an unfinished receiver tube MAY be viewed as "constructive posession" of a machinegun.
