If a person chooses to collect , buy , sell , refurbish and generally get involved in the world of much older weapons is a license needed ? I'm talking about Ky. and Penn. long rifles and such . Thanks in advance .
Inasmuch as muzzleloading firearms, as well as cap-and-ball blackpowder revolvers can be bought and sold through the US Postal service, I can only answer "no." As for local business licenses and zoning, that's something else.
Check out Dixie Gun Works and go to rendezvous and other reenactments and talk with folks. Your local gun shop should be able to help you.
Antique firearms (and replicas) can be bought through mail order. No BATF form 4473 is required. Whether California has restrictions, license requirements, etc. you should be able to find out from local gun shops...
