Legal/Design issues for private range...

Hi everyone. I have a very general question. I will most likely be moving to PA in the future, and had an interesting thought: I could build a mini-range in the basement of the house I'll be living in. Just one lane, max distance would be like 30-40 feet. Nothing spectacular. It's property that will "stay in the family" through inheritance when the time comes. Anyway....

Anyone know of the legal restrictions to doing such a thing in PA (or anywhere)? It is private property, the basement is totally underground, the walls are random rubble and dirt (no mortar - is 100 years old). Zoning is residential. It's not in a populated place, but there are 3 other houses maybe 150 feet away, and the house is on a corner lot between 2 semi-often used roads. Would a signed statement from the neighbors be needed saying they're ok w/ it?

As far as design, what sort of backdrop/barrier would be needed to stop the bullets safely? And of course there's ventilation and light issues. But, I won't worry about all that if the law prohibits shooting firearms in your own home's basement for practice.

Any thoughts or ideas? Anyone have a little shooting lane IN their home? If the house was on a wide-open farm or in the woods, it probably wouldn't be such an issue. I'm jealous of those of you who can shoot right on their own property!! Thanks for any input!
