Lee loader kit

Anything caliber-specific will be missing except the shell holder unless it is an uncommon one not included in the kit. So you will need dies, primers, bullets, powder. You can either get a separate priming tool or get the Lee Ram Prime kit which is a one-at-a-time priming tool that mounts on the press.
 
FWIW, your thread title is extremely misleading. You are not asking about a Lee Loader (which is an actual product) but about a Lee Challenger press kit. Those Lee Challenger kits are a decent way to get into reloading but, if you're looking for handgun plinking (or competition) ammo, loading on a single stage press is boring and slow. I started with a predecessor to that kit, and within six weeks I moved up to a Lee Turret press and never looked back.

Depends, This kit comes with a beam scale, powder measure, and a hand primer.
You may prefer to prime on the press, use a digital scale, and use a disc powder measure. Be sure these are the things you want, otherwise you will be adding these things later making the kit more expensive than if you bought these things separately.

In the picture there are two primer arms in front of the red funnel. That's all you need to prime on the down stroke. (My first Lee single stage press included a set of those arms but no instructions. Not knowing what they were I never used them and fumbled around with a hand primer for a long time.)

I started with the same (or similar, breechlock 50th anniversary challenger) kit. It taught me a lot and served my purpose well for a while. I later moved to the Lee classic turret press that is in AB's link and have been very happy with it.
