It has been determined that the decline of our society has been due to the break down of the family unit. The diminshed role of fathers in society has contributed greatly to the rise in crime by children and has put an undue burden on society and created a public health issue. Recent studies have shown that the lack of a father role in children's lives is in direct proportion to the amount of violent crime in a given area. Therefore I propose a Divorce tax. If someone wants to get a divorce they are required to pay a Tax of $5,000 each by couples WITHOUT kids. If the couple has Kids then they are required to pay the $5,000 each plus and additional $50,000 for each additional child to cover the cost that child may cause the state to incur due to a lack of discipline and the subsequent rise in crime and to help pay for incarceration of the violent offender. Further more Divorcees are to be registered and maintained in a database for easy collection of the taxes due.
This will also require that a permit be acquired before having intercourse because such action may cause a baby to start developing. This will also address unwed parents having children. Hospitals will be required to report all deliveries to the government so that they can be cross-checked with a database to insure that a permit has been properly obtained. If a permit has not been obtained and the couple is not married then the tax will be inforced at the Divorced with Children rate for the unmarried couple.
This would not apply to battered spouses.
