Law Enforcement Act of 2004 Carry Question

I have a relative who is a retired from NYPD and is frustrated that there is no program in place for him to qualify for National carry under the Law Enforcement Act of 2004. He is planning to send a letter of inquiry to our NY State & local politicians to get an official answer as to why this is the case, and wants to include a list of all other cities & states which have already implemented a program.

I tried checking on the Packing.org website for such info, but the site appears to be down right now. Can anyone direct me to such a list?

it's a federal law, but the problem is that there is no recourse for an agency that denies the proficiency requirement to a retiree. even here in Texas, there is a law that says retired police can carry concealed weapons, but there is no way to force an agency to even give you an ID card.

i know your relative is on a long list of many retired officers in the same boat. a lot of police associations are working on this, but it's going to take a while. the thing took 10 years to pass into law, so don't hold your breath on any interpretations.
 
Perhaps it's time we contact our congresscritters to get the qualification requirement dropped. After all, many states issue CCW permits to citizens with no requirement that they ever have even fired a handgun. Blood isn't running in the streets.:rolleyes:
