Kansas moves closer to CCW.

S418 passed the Senate 29-11 and has moved to the Federal and State Affairs Committee in the House. It is scheduled for a Committee Hearing next week. :)

Kansas does have an anti-CCW Democrat Gov. who has promised a veto. There were enough initial votes to override the veto if the house Dems don't back up.

The previous Gov. was a Democrat in a Republican suit who vetoed the bill when it reached him. That time there were not enough initial votes to over ride the veto.

If you are from Kansas, especially if your Rep. is Democrat, contact your Rep. and encourage him/her to vote to over ride.
 
What's the vote tally? Do supporters in the legislature have a surplus of votes? (Sorry, but I've been preoccupied the last few days).

Here in WI, we had a one-vote surplus in the Senate, and exactly the 66 votes needed in the Assembly. That was a worrisome sign.

If you have more votes than needed to override, I'm guessing that you're going to get an override.

Vote in the Senate was 29 to 11 which is 2 votes more than needed for an override. :) This included 6 Democrats.

Let's turn the heat on in the house. If we can get 2/3 or more there perhaps we can convince the Governor to let it become law without her signature.

This is an election year for the Legislature. We may be able to use this to our advantage.
 
Help me get excited about this. I've been carrying for 5+ years. But now they may "grant" me my second amendment right and all it will cost me is a few hundred dollar tax plus a mandatory training course, I presume? Gee, thanks...

I read countless posts from guys travelling that claim to avoid non-CCW states like KS. It sounds good, and maybe they're that principled, but that kind of statement is better made at the legislators who only hear in revenue dollars, not the average Joe Blow who couldn't care less whether you're taking I-70 or I-80 to Colo./Missouri. How many of you have went into a convenience store (regardless of state) and ignored the "no weapons allowed", bought your Fritos and gas then left...while remaining armed? In Minnesota I noticed those signs are all over the place. You never see them in Kansas. Why? Because CCW is illegal so nobody must do it, right??

I guess I'm irked that they're going to get in my pocket for more money and the negative doorfront publicity will be a nuisance. All of a sudden guns will be a scourge and the public will be on the lookout. There will be no difference to my daily routine other than the satisfaction of being "legal".

If you are carrying concealed in Kansas without a carry permit you risk all of your freedoms every day. If you are caught you are going to jail, you will not pass go, nor collect your $200. You will be charged with a gun crime which will make it impossible for you to buy or possess firearms for a loooong time if ever. If you shoot someone (not on your own property) even if justified, you will be charged with weapons violations, and be subject to civil liability due to the illegal act you committed.

I would think you would be anxious for CC to pass. I have CC legally in Kansas for years and still am questioned harshly by LEO on occasion.

Certainly there would be peace of mind in legislation that would grant the second amendment state recognition. Can't wait to pay this tax.

The problem is if you are involved in a fender bender, drive up on a random DUI check point, or get pulled over by LEO who suspects he might smell alcohol in your vehicle you are subject to search. My point is if you are caught no matter your intentions you are in serious trouble.

Again, you will go to jail and will be prosecuted if you use the firearm regardless of circumstances. You may get a slap on the wrist but it will be a firearms conviction which will take away your ability to legally own firearms. If after such a conviction you are found in possession of firearms again, well how do you like rural El Dorado?

The registration process will require funding of your Sheriff's department initially. If the effect of CC in Kansas mirrors the effect in other states there should be a net gain from the savings in investigation and prosecution of violent crime.
 
I hope Kansas is different from Wisconsin, cause it's gone like this twice before.. Both times our origional house vote was enough. But when veto override came up, the governor sqeezed some balls and flipped a couple demotrats. Then again, Wisconsin was the last state to legalize pepper spray, so I hope it works out.
 
Yes the vote in the Senate was 29 to 11 to pass SB-418; however, some of those voting for the bill said that should the gov veto the bill they would vote to substain the veto. The right to carry is not a done deal in Kansas.

This Thursday our Kansas House will hold hearing on the bill and I intend to be there. The feeling is that the bill will be passed by the House and then sent to the gov by the middle of March. Hope she signs it, but I am not holding my breath. Now to get a letter writen to my Kansas state Representative asking him to support the bill.

There are several good people testifying in favor of this bill this Thursday before the House committee. I'm not sure if it's possible to listen to those hearings on the internet, but I'm sure it should be an interesting session.

The goal is not just passing it in the House but passing it by a veto proof margin so as to possibly give Governor Sebelius second thoughts about a veto.

Yesterday, Thursday March 2, the KS House had a hearing on SB-418, as we call it the right to conceal carry. There were so many testifying that the chairman invoked the three minute rule, that is each person testifying had only three min. to testify instead of the usual 10 min. The hearings started at 1:30 p.m. with the pros going first. This took about 45 mins and then members had the opportunity to ask questions. This took us to 2:50 p.m. and we had to be clear of the room by 3:15 and we had the neutrals and the antis to go through. When the bill hits the floor of the house there will probably be admindments to restrict where you might be restricted from carrying such as libraries, any school event on or off school grounds, city halls, etc. There probably are enough votes to get it out of the house and to the gov for her approval or disapproval.
