Kali DOJ Changes SB 23 Regulations

If this passes how many new criminals will it create?
If everyone learned about informed juries and used that knowledge when called for jury duty a lot of this crap could be stopped or slowed.

I'm just wondering how legal it is to make such changes after it has been approved. I think it should be resubmitted for debate since the wording has changed. Maybe we can get more time on this rights grabbing law.
Any attorneys out there know if this is legal?
 
The law allows regulatory agencies to adopt regulations to assist in enforcement of existing laws. The regulations must comply with the underlying laws, which in this case are the Penal Code sections cited in the regulations. By adopting "definitions" for terms used in the Penal Code, the regulations may make the Penal Code sections applicable to even more firearm owners. That is what they are doing.
