Your tribulations arise from the GCA'68, that empowered "The Secretary (of Treasury) or His Delegate to promulgate regulations". Essentially, this allows political appointees, and or faceless "civil servants", who turn with the breezes like a weather cock, to make it up as they go along.
In theory they could say "stop", however it was The Congress that enacted the basic foolishness in the first place. Possibly, The President, via his power to issue "executive orders" could do it also, but we would need a president that was really willing to "uphold, support and defend The Constitution", as well as being on our side, regarding the entire matter.
We haven't had one recently, and I doubt that the present occupant of the office is one such, though only time will tell, time and his response to input from The People.
