Ithica model 100 problem

I am helping a friend reblue an Ithica model 100, 20ga s/s shotgun. We are having trouble removing the screws that hold the cocking levers. The screws will turn easily over an arc of 20-30 degrees, but will go no farther.

Jim, is there any evidence of they're being staked in? Look for little 'chise' lines at the edges of the holes. I don't have anything on the 100 but it wouldn't be the first time I've seen this had been done. George
 
After we got the bottom plate off (ended up using an inpact screwdriver), it turned out the screws had setscrews in them. Removed setscrews, no more problem.
