There is a movement in Kentucky to place ALL 120 county jails, their charges, staff and fiscal responsibility as well as the physical jails/lock-ups/restricted custody centers in state hands. The Kentucky Department of Corrections would take over ALL 120 county jails due to the KDOC being the principal paying customer. KDOC houses many state inmates in the 120 county jails for a per diem on the prisoners. Someone finally figured out that the state was only making profits for county jailers. The state was housing prisoners in county jails, paying a per diem and running county jails in the black and the KDOC in the red. All 120 county jailers are opposed to the plan. Any other states looked into this? It makes sense on the face of it. I cannot understand how a state constitutional officer can simply be relieved of duty.
